11月16日、渋谷区幡ヶ谷で、60代の女性が、いつも明け方までの時間を過ごしていたバス停付近で、近所に暮らす住民男性の暴行により殺害されました。加害者は暴行の理由について「ボランティアで清掃をしており、お金を渡して退いてほしいと頼んだが断られた」「痛い思いをすればいなくなると思った」と供述しています。

これは紛れもなく、ホームレスの人を、快適で安全であるべき街の中には存在すべきでない異物として排除しようとする、差別的動機にもとづくヘイトクライム（憎悪犯罪）です。これまでにも多くのホームレスの人々に対する暴力やいやがらせが繰り返されてきました。わたしたちは、このヘイトがひとり加害者だけの問題でなく、社会全体に広く蔓延しているという事実を認め、ともに闘うために、追悼と抗議のデモ行進を行います。

亡くなった女性は、路上生活になるまではスーパーの販売員などをして働きながら生活していたと報道されています。会社に所属していること・結婚していることを「標準」とするような日本の生活保障システムの中で、非正規雇用の単身女性は特に経済的に不安定となりやすく、高齢や病気ともなれば、貧困に陥るリスクはいっそう高まります。さらに、社会福祉による生存権の保障は、個人の当然の権利であるにもかかわらず、生活保護窓口で家族への照会が行われるために、福祉につながることのできない人たちも多くいます。

そしていま、新型コロナウイルス感染症が拡大するなか、より多くの人びとが生活の不安に直面しているにもかかわらず、政府は「自助」「共助」を強調し「公助」へのアクセスを制限しようとしています。助けが必要でも声をあげられず、生活の不安におびえる人たちが互いに連帯するよりも、より弱いとみなす人を攻撃するような風潮がいっそう強まるのではないかと、わたしたちは強い懸念を覚えています。

ホームレスの人たちを排除することで安全な街、安全な社会はつくられません。わたしたちひとりひとりが弱さと不安を抱えていると同時に、それぞれに尊厳と権利をそなえた存在であることを認識し、連帯にもとづく社会の仕組みを作るため、排除と差別に対してともに立ち向かっていきましょう。

On 16th November, a homeless woman in her 60s was brutally killed by her neighbor.at a bus stop in Hatagaya of Shibuya ward, Tokyo, where she used to spend the night. The perpetrator states that he assaulted her because he cleans his neighborhood as a volunteer, so he said he’d give her some money and asked her to move out the bus stop. But she refused to do so. He assumed she would disappear if he hurt her.

Obviously, this is a hate crime with a discriminatory motivation which tries to exclude homeless people from a so-called “safe and clean” city. This ideology of “safe and clean” treats homeless people as mere objects, as things who don’t belong here. Cases of violence and harassment against homeless persons have occurred repeatedly. We are going to hold a memorial/protest march to acknowledge that this hate is not only the perpetrator’s problem, but it’s visible in all parts of society and to fight back together.

The killed woman is reported to have worked as a salesperson at a supermarket until she ended up homeless. With the Japanese social security system, which is founded on the idea of belonging to a certain company and being married to a husband, unmarried women with irregular employment are especially vulnerable to financial unstable. With old age and illness, the risk of falling into poverty increases even more.

Furthermore, the social security system is said to guarantee each and everyone a humane existence, it’s said to be an undisputable right. But despite this, people who are trying to apply social welfare are being constantly asked about their family situation by the authorities. Many people can’t get any welfare, cause they are married, cause there are maybe wealthier family members. They can’t get any welfare, because the Japanese system only acknowledges people as a part of a “family unit” and not as individuals.

During the pandemic of COVID-19, even though more and more people are facing uncertainties in their lives, the Japanese government is stressing the importance of self and mutual help among citizens, while limiting access to public aid. We have strong concerns that a certain tendency will grow even stronger in our society. A tendency which, instead of mutual solidarity and help for those who have no voice, will bring forth further violent attacks upon those who are seen as “weak”. To exclude homeless people never makes our city or society safe. When each of us is feeling powerless, when each of us is feeling that everything’s going wrong – then don’t let us just feel sorry each other. Let’s acknowledge that we are here, that we have rights and dignity. Let’s fight back together against exclusion and discrimination to build a society based on solidarity.
